IGMP Snooping

Experts,

 

I am a bit of confused by this configuration on EX 4300:

 

inactive: pim {
    rp {
        local {
            family inet {
                address 10.2.90.1;
            }
        }
    }
    interface irb.90;
}
lldp-med {
    interface all;
}
inactive: igmp-snooping {
    vlan default;
    vlan v8-non-ios;
    vlan v15-apple-tv;
}

while on others IDFs 

 

inactive: igmp-snooping {
    vlan all;

I understand the last statement shows IGMP is enabled on all vlans, but "inactive" means all vlans have IGMP enabled or disabled?

 

Also the upper statement with PIM and IGMP "inactive" - I don't understand how should I read that - as enabled or disabled.
